Only agriculturists can purchase agricultural land/farm. For this, you have to be defined as an agriculturist by profession by the local Panchayat official where the farm is situated. You would be wondering as to how literally tens of thousands have bought farm property. Technically, it is unauthorised. Of course the government dereserves agricultural land later or regularizes the property for residential but that is a totally different issue. The procedure for purchase is the same as for any normal property. You will have to get the requisite deeds registered at the registrar/sub-registrar's office where the property is situated. Though rules for farmhouse construction differ from state to state, the thumb rule is you cannot build on more than 10% of the vacant plot. Generally you would not have restrictions on electricity and water unless of course new connections are suspended in times of scarcity.
