Hi Paul,
PDC was the first major development up there ready to start construction which means that every license was throughly tested (in court as well I believe) by the authorities which in turn meant that there were numerous delays. As you will see from the photos construction has now started.
The dates I have say that construction of the first phase will be complete in the second quarter 2008 and in total by the second quarter 2009.
