Sorry to learn of the bad news re the flood.
1. If the Bora Apartments are the ones with the 2 blocks with 2 apartments on each and situated on the corner opposite a villa development, I do know of them very well.
2. This development had a similar problem in the construction stage of winter 2006/7 and again in the spring of 2007.
When the rain does fall in Hisaronu/ Ovacik, it does, causing all sorts of damage.
This developer has had similar problems on other sites with the similar build of the Bora Apartments.
Yes you should be able to claim on your houshold insurance for the furnıture especially if you took out the insurance from the developers own agency.
which would make life easier.
One thing you should remember is that the property damage to the basement level is probably more serious than one thinks and given that this problem has happened before and is likely to happen again, I feel that you should get the developer to claim on his policy under the structural guarantee and offer you recompense from that.
Obviously for legal reasons I cannot say to much on an open forum.

Also to ensure that the developer does something proper to stop the problem re-occuring in the future as it probably will
