The issue is political -- not legal
GC's can only go back to 1974 and forget the issues prior to that. The fact is both sides committed war crimes as you say it is not one sided as the GC's would have the rest of the World believe.

There is an issue with title but GC's can now if they wish claim via the Property Board in the North who have given land back as well as paid compensation or even in some cases given them TC's land in the South.
