In Spain Rustico or Campo land is virtually the same as Green Belt in the UK. You cannot urbanise it without the goodwill of the town council bordering it. That is not to say they will not one day allow it. The famous Valencian Land Grab law, is notorious for such plans getting passed and the owners of land in the middle get to pay for infrastructure to destroy their chosen lifestyle, on a plot of 10000m2 or more.
All the same it is a gamble, and not investment by definition.
