Firstly Shawn, whoever is sending you e-mails certainly isn't me. I have neither the time, nor are you that important in my life, to spend time attempting to tell something to you that is common knowledge to anyone on the ground here and that has personally went to the banks in the last couple years and attempted to open accounts.
Besides that, you do/have given people not only bad advice, but I went to your site and also noticed that you simply have some information there that is completely incorrect. But you shouldn't take it too personally, the vast majority of gringos selling anything in brazil to foreigners, especially via the internet, has not given 100% correct information on the matters at hand, in my experience.
You telling people to obtain a student visa with the main objective of opening a bank account is about like trying to hook them up with a wife, or to have a brazilian child, just to get a bank account. A completely ridiculous alternative to resolve one problem that can and most likely will cause you a host of others.
The bottom line is this, NO BANK today in Brazil has a policy of opening personal bank accounts for foreigners without a RNE number. And, if one wants to open a business, then he's going to have to trust someone else, someone who lives in brazil legally, who will be the administrator of that business. And also, a brazilian business is required MONTHLY to send a "balanço", or balance sheet, to Receipta Federal, in which an accountant will need to prepare. And this accountant will charge you a minimum of one minimum salary (410 reais per month), I've seen them charge as high as 1,000 reais per month. But the kicker being that whoever opens a brazilian business without having a RNE number has to trust someone that is legal here in Brazil completely. As he/she (the administrator-legal person) is going to have final say from a legal and fiscal standpoint as far as the business is concerned.....until the foreigner obtains his RNE number, which that process is taking around 2 years.
