Actually, while it does clearly say "quality of life" once again we are into personal frames of reference.

The study analised "quality of life" under the following criteria:

Lowest number of Smokers (Natal has the lowest),
Highest amount of vegetables consumed (Goiana is tops)
Most Physical Excercise (Vitória)
Lowest amount of overweight women (Tocatins)
Lowest amount of sedentary men (!?) (Florianopolis)

Aracaju - best mix of all of the above

So, you are both right - the article does say that Aracaju has the best "quality of life" but the term "quality of life" is very subjective. I wouldn't personally include lowest amount of smokers and lowest amount of overweight women and sedentary men in my reference for highest quality of life whereas I would probably include average salary of inhabitants, days of sun per year, infrastructure and other things like that.
