So, you are both right - the article does say that Aracaju has the best "quality of life" but the term "quality of life" is very subjective. I wouldn't personally include lowest amount of smokers and lowest amount of overweight women and sedentary men in my reference for highest quality of life whereas I would probably include average salary of inhabitants, days of sun per year, infrastructure and other things like that.

It doesn't state that those were the only criteria used, just that those criteria you mentioned were used. I feel quite certain there were others.
