Dilemma : my agent says I should let the tenants do the DEWA registration, so that all liabilities are their's.

But i want to come to dubai on a long vacation with my girlfriend & want to stay for a month in my apartment , which i'm told, doesn't have electricity or water

Is there a way that i can get the dewa registration for a month or two, & then transfer it to my tenant.
If so, will i get my AED 2000 deposit back??????

Please advise...
