My advise get on the phone to Nakheel and call them. You will get the run around, tell them you need to speak urgently as you paid money for an apartment have the keys however only have MOU's attested by the Dubai court and believe fraud may be involved.
If you have been told that registration has been delayed since July 2006 I would be very concerned as yes there is a back log however it is only 3 to 4 weeks to get an appointment to sell / transfer your International City Apartment at the Nakheel Head Office.
Nakheel do not recognize MOU's. ONLY the Nakheel Contract.
Last month there was a 3 week waiting period to do a property transfer with Nakheel for the International City Apartments, this can be brought forward if the Agent or buyer/seller has any connections, this has been my experience.
To do a transfer you need an appointment with Nakheel to do the transfer at their head office on Beach Road located near The Palm Turn off. If you can not be present then you need to delegate this to another party and I believe give them power of Attorney to do this.
Both the Building Owner and Owner or Seller of the Apartment must also be present and both parties must have the Nakheel Unit Sales Purchase Agreement so that a transfer can take place.
Hate to get you worried however if the other party was being fraudulent they could sell your apartment and you would not even know about it.
