Most building in the area is only allowed off season so all work tends to be started September and completed for May. Also property tax in Turkey is due when a property is completed many Turkish families will therefore not complete a build leaving the steel reinforcing showing on the top floor , that way they do not pay the property tax and as the family grows they can add another layer easily at a later date
