Buildings exist in every part of the world in front of the Beach. And most high class areas, the exteriors are cleaned often, at least once a year, but in Brazil exteriors of buildings are not maintained, period. You see this everywhere in Latin America but in Brazil more and in Lisbon - Portugal.

For Lisbon I can tell you right now, it's because of the reasons I mentioned above... The president of the community of owners is using the money for something else. In Portugal the typical way is that every year a different owner is the President. Generally speaking, the owners meet once a year and discuss what they want done to the building and grounds the following year and how much they are prepared to pay to get that done. Often they decide that cleaning the façade is too expensive and will be done "next year"...
