Try Alacarte health care insurance for expats, they cover you if you are overseas but only for emergency treatment in the country you are visiting as well as repatriation and then treatment in your home country, which is probably what you are after. You can also select cover (extra $$ of course) for different parts of, or the whole world so you can get any treatment wherever you are.
I have that, plus an annual travel insurance to cover the usual travel stuff and another travel insurance policy that came with a visa card I have.
