I received a reply from Sara of Nakheel regarding ARY charges as below. Seems like we do have a leg to stand on afterall......by the way,I have simply copied her reply from the mail, nothing has been changed.
It may be wise if individuals get something in writing for themselves from Sara.

Regarding the charges required by the building owner, please note the
followings:
* Late payment surcharge is not required by Nakheel.
* Service charge is the amount payable for one annum in advance
from the handover date for the maintenance of the building.
* Land registration fee: 1.5% if your contract with Nakheel is
issued before 17/12/2006 or 1% if your contract is issued on of after
17/12/2006
* Survey and inspection charges: please check your contract with
the building owner.
* Clearance and handling over charges: please check your contract
with the building owner
* ARY service charges: not applicable as Nakheel is undertaking
the service and maintenance of the building.
* Sub division of the unit: is the responsibility of the building
owner to register the sold units in the building with the lands
department and no building owner has the legal right to pass this charge
to the unit owners.
* Deposit to DEWA meter: AED1,000
