A point of clarification, I bought the apartment from Mr Altaf Anwar,
not Mr Altaf Shaikh (this might be causing some confusion)

I understand that as is the case with all apartments, ARY will be the
registered owner as per your records till the apartment is not
transferred to the buyer (me). The reason for my complaint is the 'very
fact' that ARY are not transferring the apartment in my name.

Their reason for this is that I have to pay unjustified charges, which I
have already explained before. The delay is being caused by ARY, and
they need to contact Nakheel's Resale Department to transfer the
apartment in my name. I have already asked ARY numerous times and they
have till date not done anything. I do not think I can make much
progress by contacting Nakheel's Resale Department unless ARY agree to
co-operate.

It will be very very helpful if you can try and push ARY to transfer
this apartment into my name. If the matter is left with ARY alone, they
will continue to delay the transfer citing the reason that I have not
paid the charges (which as you will agree are illegal), and this will
cause immense inconvenience to me as well as financial loss.

Your help is greatly apprecaited. Looking forward to hearing from you.

Please note that had ARY been able to assist me in transferring the unit
to my name, I would not have the need to contact you. Hence 'referring
to the building owner for assistance' is not an option for me. I would
have thought that Nakheel would assist its ultimate buyers in this
situation, where the buyer is deemed helpless in this 'illegal' way.

Secondly, you mention that I should refer to the building owner for
'clarification'? . Please note that there is no ambiguity around this
situation, hence no need for anyone to clarify anything. The facts are
simple, and I repeat.

(a) I have paid 100% of the total cost of the apartment
(b) ARY demand that I pay Dhs 28k in charges, which were never informed
to me when I bought the apartment
(c) Charges in (b) are unjustified
(d) It is clear that ARY are taking its customers 'for a ride' out here.

If Nakheel does not interfere in this matter, I will term this as a big
blow in investor confidence in the UAE, whereby illegal and unfair
practices operate without any regulatory intervention. If this is the
case, please let me know by return email that this is the case, and I
can then take it from there.

apartment in the secondary market from Mr Altaf Hussain last year. I
have made 100% of the payment.

The reason why my name does not show up as the owner is that ARY demand
that I pay Dhs 28k in charges, before they can transfer it in my name,
and give me the key. The fact that it does not appear in my name is the
very reason for my complaint against ARY.

If required, I can fax you over all receipts of payment given to me by
ARY to prove that I have paid 100% of the apartment.

As for the breakdown of charges, I have asked ARY for the past 3-4
weeks, but they have not yet responded. This is another thing that
annoys me, that their reply takes ages. What I do know is that they are
charging Dhs 28k, where as as per my calculation, the charges amount to
Dhs 12k.

I really appreciate your help in this matter, and I hope this issue can
be resolved. Please let me know if I need to provide you with any
