I dont know exactly what is actually happening but I think people should read the newspaper article here. I was watching the news in Natal and Grupo Sanchez look to be in trouble with this development. I hope not but there seems to be a movement to reverse their permissions. article at
Tribuna do Norte - O melhor jornal para o melhor leitor. No doubt John can translate it better than I can!

The Promoters of Justice Ethel Francisco Ribeiro, David Costa Benevides, Márcio Luiz Diógenes, Polireda Madaly Bezerra of Medeiros and João the Baptist Machado Barbosa sign the Recommendation published in the Official Diary today (25/01) that gives the period until Tuesday, at 18:00 o'clock, so that the Institute of Defense of the Environment of Rio Grande do Norte (IDEMA) he/she declares the nullity of the Previous Environmental License granted to Empreendimento S/C'S Sociedade Potiguar for the construction of the. Grand Natal Golf..

The Recommendation also suggests that you/they are annulled, in thirty days, by State Council of the Environment (CONEMA) the Declaration of Social Interest granted to the enterprise; and the approval of the mapeamento and quantification of movable and fixed Dunes that it includes the area of the Ceará-little river to the river Maxaranguape.

MP questions the licensing process, once IDEMA, in little more than two months, analyzed him/it EIA-RHYMES and the impacts that an enterprise of this load can cause, it raised questionamentos and he/she obtained the entrepreneur's respective answers, it accomplished the public audience and it granted the license attesting the environmental viability. In agreement with the Promoters of Justice. it EIA-RHYMES presented him/it doesn't explain, in an appropriate way, among other aspects, if the aqüífero Barriers will have capacity to supply the enterprise, nor if the system of suitable reuso of water is the most appropriate for treatment of the efluentes, what disables to the environmental organ to attest the environmental viability of the enterprise..

Grand Natal Golf

The project of Grand Natal Golf foresees the construction of 14 hotels, more than 40 thousand habitational units, five golf fields, leisure equipments, stores, restaurants and trade; and it should include a population of 160 thousand people approximately, among residents, visitors and employees

If these permissions are reversed, it will have a large impact on everything that is happening in the North East. The concerns about the environment partly stem from the treatment of sewage and the impact on the area. Such large developments without mains drainage surely are a problem. Maybe they will have to reduce the size of the project dramatically. Also this is a big set back because the whole project has been hyped and with personalities engaged such as Ronaldo for the marketing involved, they must now be really worried. I would be surprised if it now proceeds without some drastic changes.

Whether the development is in trouble the license be reversed or not is irrelevant, apart to those who have invested up front and must be feeling, justifiably, very nervous now. The issue here is that any speculative market is about confidence. There has to be absolute confidence that when you buy a "forward" the contract it will be honoured in full, so you can recover your profit. The moment, " a deal is not a deal" and uncertainty arrives the market tumbles..no different to what happened to world stockmarkets this week. In fairness to the local Government, one never knows what publicity has been pushed through by the developer on the basis that enough marketing muscle will win through in the end. In other words, "they wouldn't dare pull the plug on this now". Michael is right and this indeed is a major blow for confidence as nervous offshore investors will hear about this and not speculate. For those of you who have already invested, fingers crossed as this is no good for anyone. Hopefully this Group are big enough and public enough to take a hit and meet their moral obligations if they need to. Good luck everyone.

You have to understand that those were not my words Ralph. I just posted the news article!! (translated as best a computer program can). True I have not lived here as long as you, but anything like this will have repercussions, and I am also an investor here in the NE. The investors who have bought have their bank guarantee as well, so should not have a problem getting their money back if it really does go pear shaped.

14 hotels, 40,000+ units, five golf courses. And from what GW has said the land has enormous dunes on it. There's always going to be a movement to protect the environment especially in enormous projects such as this. And imo, Brazil goes way overboard in their regulations to protect the environment. Naturally it must be protected but there comes a point where it starts to get absurd. One would think this country was 80% developed instead of 20%, which is much closer to reality. As I've stated before, I know this approval process well, I'm in the middle of it currently. I've spent everyday this past week at a branch of either the local, state, or federal gov't. and we also entered our projects for approval one year ago.....and we only have a total of 105 units......that's it.

CVC, the largest tourism company in Brazil, purchased land here in Aracaju shortly before we purchased ours.....in May of 2004. They have projects to build 359 units including bungaloes. They received their approvals from IBAMA, so naturally one would think there would be no problem with the environmental people....right?

Wrong! The director of planning in the city says that more than 100 units they have projected and that have been approved cannot be built. The governor of the state has even held public meetings in support of CVC but until now nothing has changed. They will drastically have to change their building plans or the project will simply not happen. And we're talking about a large investment and a project that will generate thousands of jobs, millions and millions of annual tourism dollars, as well as other investments in hotels, etc. in Aracaju.

Quite honestly if you see how the coast of Spain has been ruined by the "land dash" of the last 10 years, you can perfectly understand why Brasil wants to protect their coast and environment. The land speculators in Spain respected nothing and prcipitated terrible corruption in places like Marbella...how many Mayors are in jail? If the Brasilians were to drive from Alicante to Gibraltar I am not surprised that they are getting cold feet! All this goes to show that nothing is sacred when the coastal development industry moves in and should send a stark warning to investors that what you see (on a computer aided design) is not always what you get!
