For Lisbon I can tell you right now, it's because of the reasons I mentioned above... The president of the community of owners is using the money for something else. Often they decide that cleaning the façade is too expensive and will be done "next year"...

Well from experience I can tell you that the syndicates of the condominiums
here have their monthly meetings to decide what is the best way to invest in the upkeep of the building,whether that be repairing lifts that break down,re tiling the pool,improving the barb areas and leisure facilities and claeaning the exterior walls and of course the Xmas party.
Not so sure about the condos along the beach though as these are often used in holiday periods so owners tend to not pay up on time or pay late with hugh taxes on top.

Valid points and well taken. Seems to me building exteriors are important to keep clean therefore heed high priority. US, Spain, France, etc; priority there, but Portugal no, hence culural similarities.
