It is said that one can't work in Dubai with Dubai resident visa obtain through purshase of flat, but can one apply for business licence, and set up a business in Dubai.

Your investor category resident's visa doesn't give you much advantage when it comes to setting up a business. Getting a business license will usually involve one of: starting a business with an Emirati national as a sponsor; starting a business with an Emirati or a local company as a shareholder or agent; or setting up in one of the many free zones. Each of these options has many pros and cons and caveats.
