Default INDIA - BANGLORE - CMC property need Legal Advice

Hello All,

I paid advance to buy a house constructed in CMC site comes under Kengary CMC.
The seller has paid betterment charges and he has Khata, all tax paid receipts, encumbrance certificate and building plan approved documents and all documents except DC conversion certificate and also does not have under which survey number the particualr property comes i have checked the previous sales deeds and its no were mentioned the Survey number, but has only the CMC Katha number only.
here from local sources i found out one Survey number and taken a RTC for the same survey number but in that RTC the survey number is in the name of the 1st vendor's father and not the 1st vendor name( the persent vendor is the 3rd person/owner ) and after that it has "Sarkara" Government under some act in 1980's ( here there is no specific entity specified like which part of the govt - exp BDA, BWSSB etc ).

Now the question for you is
1. How to find out the correct survey number or who can give me the endorsement if i can get ?
2. In the above what can i do if the survey number still remains the same and in the name of SARKARA - the government. if i have to get a NOC from which authority i can get it ( Example BDA etc..) ?
3. As you know, recent government order has banned the sale of site or house which does not have the DC conversion what can i do with my sale agreement with the vendor who is insting me to pay the full amount and Bank cant grant me loan in this situation as i am dependent on Bank loan to complete this transaction can i extend times lines or can i do anything legally to extend the timelines till the registration starts ?

I would be greatly thankful to you if you can give the answers to the above questions and guide me in getting my dream house with all legal clearence.
