i was eagerly waiting for handover on 15th january when my building owner told me that Nakheel will not handover the building until all service and land department registration charges have been paid. Also my agent was saying that affection plans of the property cost a fortune without which DEWA will not connect water or electricity. SO TRAPPED IS THE RIGHT WORD WHICH COMES TO MIND!!!

I am buying in Persia N3 but have no information about the handover procedure or any handover date. Has anyone actually experienced the handover procedure and can you tell us what to expect?

I happen to be in midst of persia handover procedures at the moment. My building owner was given an appointment with Nakheel regarding updates on charges to be paid by unit owners towards service charges, land department charges for title deeds to be issued to unit owners, and unit sale register charges to be paid as well before any keys can be handed out to individual unit owners. I was informed that my building owner has paid lumpsum from his side on behalf of his unit owners to avoid further delays. So Nakheel allowed the skagging process to begin and then we are now waiting for a NO OBJECTION letter from DUBAI MUNCIPALITY for connecting electricity and water from DEWA. After all documents are with the building owner for each unit owner he will check if the charges have been paid by unit owners before keys can be given out !!!

Any one having dealt with Nakheel should not be surprised. I still shake my head in wondering how in the blazers did they ever get the Dubai Water Front project given that The International City is one of their first projects and look how it has progressed. lack of information in a timely fashion is my biggest gripe.

Back to the hand over. Nakheel insist that Building owner is notified 1 month or more in advance. I requested the exact hand over date of my building. Nakheel answered we only give this information to Building Owners.

So rang the agent back again armed with the information that Nakheel advise Building Owner 1 month in advance of hand over date. Office girl then admits yes hand over date was known (20th Jan) how ever Nakheel are holding up hand over and have stopped hand overs (any one else heard this ??) Rumour being that a Community Management Arrangement is being thrashed out and that Nakheel will not put this in writing ( convenient for every one) Sounds like they are trying to sought out a Body Corp document why this was not done earlier or based on other countries working examples.

I did read that a fact finding mission was impressed with the Australian Body Corp model and would properly used that here in Dubai with apartments.
