Thumbs down am i being ripped off in romania?

Can any one help, im planning to buy 3 hectres of land plus a basic peasant house 60m2 and a 70m2 barn poor condition. the land has a spring and eletricity. this is 15mins up a hill/mountain (800m above sea level) from the tourist village of corund in harghita county. ( city of tirgus mures, 1-2 hours away benefit:cheap flights wizz air from luton-)

my english agent based there said at first the seller wanted 60,000 euro, i said E40,000 £ 26,925, for which he agreed suspiciouly quickly.

to add to matters their are no clean papers but this is now in process and should be solved at a court hearing next week

at present i would be paying £ 1 per m2 for land and buildings/BARLEY HABITABLE

Q:can anyone tell me if i could get or insist i get a INDEPENTDENT vaulation of the PROPERTY in romania? by an independent body before buying.

AND CAN ANY ONE TELL ME :
Q; WHAT ARE THE MOST COMMON WAYS TO GET RIPPED OFF UNDER ROMANIAN SYSTEM
Q: WHAT CHECKS SHOULD I MAKE SURE I HAVE COVERED BEFORE I SIGN A CONTACT
Q: the agent said it would be easy to change land use from argriculture to buildable is this also true?

if any one can anwser any of the above it would be much appreicated

Hi.
Listen, I am from Moldova, the neighbour country of Romania.
Basicly, 1 pount per m2 is pretty expensive, especially if the destination of the land for agricultural purpose. If it is for building purpose, its a little above average, but if its for agricultural is waaaaaaaaaaaaaaaay too expensive. Also dont forget that this is not in a city area. I am telling you, he is making a killing on you.
Also, i dont advice you to take any actions until you have all the docs ready. Ask them to scan the docs and send you. At least you'll see if they look real.
I dont think he wants to rip you, but definatelly he is selling you over the price.
If you have any other questions, dont hesitate to ask.

FYI, moldovan Real Estate market has a lot more potential for growth then Romanian.

thanks for your reply it is really appreciated, just one thing i metioned 2 basic properties and electicity; the house is just a sheel, no floors), does that change your responce or did your reponse conclude the amenties on site doesnt matter im am still being basically ripped off ?

Hey, if it has a house on it, then it has industrial(building)-purpose.
Reg. price, maybe, if it is situated in a good area is worth it. If its in the mountains, then its worth it if you want to build a swiss-type resort there. Otherwise, isnt worth the money.

The more I read here, the more I get a headache!
What is the purpose of your purchase, Ray? Is it investment or is it purely pleasure of throwing money off the window?
What do you intend to do with the property after purchase? What sort of revenue you expect on it, man? Are you considering capital growth or rental return or both or neither?
Probably what the agent says is changing the destination of the ground, probably switching it from outside village to inside village to increase value. Tell me if I'm correct, just doubting here.
Yes, my impression is you get confused there and quite a lot! Get a legal adviser, maybe is best to have a search on the internet for other companies that do investment advising on Transylvania and find out what the hotspots are before you throw your money like that.
There are many pitfalls but any property should be registered in the Land Book, you can ask for an evaluator as well (I can supply you with one in the next days if you like)
Check if there is no trial on the property (as for example, the property was confiscated by the communists and now the former owners want it back and they have a trial on it)
I strongly advise you not to jump into it before you know everything inside out! Have an independent valuation! I can help with that if you desire, just let me know of your intentions.
Remember not all that is cheap is good!

Maria, in Transylvania 1sqm of agricultural land doesn't come less than 1 Euro anymore. However, if you can source me something for less than that, I would very much appreciate it.

okay
1: can you provide me with a vaulation company ,costs etc

2; my idea is to puchase a restoration project with land with good amenties and transport links. CORUND is 1-2 hours from Tirgus Mures airport and is a one of the best tourist villiges in Romania for Ceramics.in the area also are many spars,salt mines and ski areas.

3: my aim to is not an investment as such ie capital growth, rental returns but a life syle change. i simply wish to make a positive contribution to romaina in terms of setting up an art retreat/workshops, market stools with EC FUNDING. At worse it will be just a holiday home. where i wish to spend 3-6months a year. if i can spend 40,000euro on restoration on top of a fair price for purchase and get at least my money back in 5 years i will be happy.

there lies the problem , i belive the agent is passing on the costs for "cleaning up the papers" onto me while provding the seller with a great price.

i wish to re negioate the price and am trying to work out the price i wish to pay that is fair
the valuation would help this.
so is 1.3 euro a ripp off
total out lay i believe should be 22,000 euros top plus 40,000 renovations.

need someone who can speak to locals see what the price really should be, even act as if they are a buyer and appoach the seller

I understand where you're coming from, Ray. You are not looking at your investment as a business. You take things more sentimentally and you put a lot of soul into it.
You need an independent professional valuator. We have here the real-estate valuators, who must be approved after certain exams by the ANEVAR (the national authority for real estate valuators), and if anyone is telling you otherwise, he's looking to deceive you.
Some real estate agencies provide the valuators as well. Take a look at Edil (search it on the internet, please). Also if you type in google: evaluatori imobiliari, you will get a lot of links for this sort of experts. I suggest you take a valuator from another county, not from Mures as they might know eachother there agents and valuators, so I would not be convinced of their objectivity. What about finding out what else is being sold in the area, is it for you or an investment - dont bank on massive skiing potential, Brasov is the most advanced ski area and that has 20kms of skiing....

Think about how you are going to do the renovations, if a local rips you off buying, then his local mates will rip you off with the building work - they'll see you coming.

Sounds like you need to do substantially more research and at the moment sounds like you have built a picture of a dream in your head and want reassurance from here.

Dont be rushed, dont think, ohh I could sort that out later and dont be fooled that 40k is not alot of money, it is if you get nothing back....
